GRANT FUNDING UPDATE |

There
are several funding sources
available to Nevada law enforcement
agencies:
-
ARRA
JAG GRANT – the American
Recovery and Reinvestment Act (ARRA),
otherwise known as
the stimulus
package,
Justice Assistance Grant (JAG) – One
time shot for violent crime prevention.
This grant solicitation is available and
due to OCJA by July
24, 2009. This
new due date has been extended from July
8th to July 24th.

government only.

FY09 JAG GRANT
–
Provides funds to assist State
and local units of government to support
a broad range of activities to prevent
and control crime and to improve the
criminal justice system.
- Application was due to the state OCJA
office by April 17, 2009.

FY09 COPS
CHRP- Community Oriented Policing
Services–COPS Hiring Recovery Program -
Police officer hiring grant. Grant pays
for 100% of costs for an entry level
position, plus benefits with no match
requirement. Direct
applications were due April, 2009
-
DOJ Direct Grants
- Several other direct, competitive
grants from the Department of Justice
are available. These grants do not go
through NV OCJA. Click

Items of interest concerning
the ARRA JAG Grant:
-
The ARRA JAG grant is
separate from the FY09 JAG grant.
-
The ARRA JAG is a
one-shot appropriation.
-
There is no match
required for this grant.
-
Reporting may be more
substantial and at increased intervals than the
usual JAG grant. Funds will be subject
to enhanced transparency and
accountability measures. All reports
will ultimately feed into the
www.recovery.gov website. Specific
reporting instructions will be forwarded
to sub-grantees once OCJA receives them.
-
These
funds will be subject to enhanced
supplanting rules not yet released by
BJA.
-
Funds may be spent across
all the JAG purpose areas. The
expectation is that recipients will
prioritize programs and projects that
retain and create jobs, while
considering that the funding is a
one-shot appropriation.
-
At this time, there is no
requirement to continue programs funded
with ARRA money once this one-shot is
depleted.
-
Localities receiving
direct awards may still be eligible for
the State allocations used statewide.
Agencies participating in
multi-jurisdictional task forces and
other collaborative initiatives will be
given preference.
JAG FY09 -
Justice Assistance Grant (Previously known
as Byrne or Narcotics grant) provides funds to assist State and local
units of government to support a broad range
of activities to prevent and control crime
and to improve the criminal justice system.
The State's
appropriate share is sub-granted through
OCJA within the JAG Purpose Areas:

Law
enforcement programs.
-
Prosecution and court programs.
-
Prevention and education programs.
-
Corrections and community corrections
programs.
-
Drug
treatment and enforcement programs.
-
Planning,
evaluation, and technology improvement
programs.
-
Crime
victim and witness programs
(other than compensation).
-
'09 JAG
applications are currently closed.
Applications were due to OCJA April 17,
2009.
COPS
CHRP FY09 - Competitive grant
program that provides funding directly to
law enforcement agencies (LEAs) having
primary law enforcement authority to create
and preserve jobs and to increase their
community policing capacity and
crime-prevention efforts.
-
The COPS program received
$ 1 billion in nation-wide grant
funding.
-
Applications are expected
to be posted the end of March.
-
No limit on number of
positions you may apply for.
-
Cannot be a start-up LEA.
-
Cannot apply under a
contract for law enforcement services.
-
Must be the primary law
enforcement authority for the population
served.
-
Must meet the description
of sworn police officers.
-
COPS pays 100% of
entry level positions plus benefits
and standard agency pay increases.
-
COPS will pay for
re-hires but the agency must pay the
difference in pay.
-
COPS will not pay for
overtime.
-
Agency must retain
position/s under their own funding after
end of this grant period. (After 3
years/36 months)
-
Positions must be added
to the grantees law enforcement budget
with the state and/or local funds over
and above the number of funded positions
that would have existed in the absence
of this grant.
-
LEAs will apply for
this funding directly. They
will not go through NV
OCJA.
