Recovery Act: Edward Byrne Memorial
Justice Assistance Grant Program
(a.k.a.
stimulus or ARRA JAG) |
The Edward Byrne Memorial
Justice Assistance Grant Program (JAG) under
the American Recovery and Reinvestment Act
(ARRA) local agency solicitations for Nevada are
available.
This grant provides funds to
assist local and tribal law
enforcement to prevent or reduce crime and
violence. As such, only local
units of government other than state
agencies will be eligible to apply.
The Nevada Office of Criminal Justice
Assistance (OCJA) acts as the State
Administrative Agency (SAA) for the ARRA JAG
funding.
Grant
applications for the ARRA JAG funds must be
postmarked or hand delivered to OCJA by
July
24, 2009.

If your
agency submitted an application for the
regular JAG grant on April 17, 2009 and was unsuccessful in
obtaining an award, you may contact OCJA at
(775) 687-3700 to discuss resubmitting the
application under this ARRA JAG
solicitation. If it is determined that
the project is eligible and you wish to
resubmit the application, you must download,
complete and submit a new title page
with signature specifically for the ARRA

It is possible that you may not be
required to rewrite the entire proposal.
If you will
be submitting a new proposal which has not been
previously reviewed, you will need to

Please review the following
before submitting an ARRA JAG application:
Preference will be given to
projects demonstrating the following:
-
Application meets all
grant requirements,
including acceptance of
expanded. reporting requirements for
ARRA JAG funding. (see below.)

Initiative meets one of
the OCJA priority areas (see below.)
-
Positive performance on
previous awarded grants from OCJA, if
applicable.
-
Evidence of collaboration
among agencies to facilitate
intelligence led policing, information
sharing or intervention activities.
Nevada’s priority areas for
JAG ARRA funding:
-
Narcotics task forces and counter drug
activity
-
Prevention and
suppression of gang activities
-
Shared or multi-agency use of
information systems
-
Enhanced records management systems
-
Drug
and gang prevention, intervention and
education programs
-
Drug
treatment, to include alternative
sentencing programs and programs that
identify and direct individuals into
drug treatment and aftercare programs
Accountability and
Transparency under the Recovery Act Separate
Tracking and Reporting of Recovery Act Funds
and Outcomes
Consistent with the special
purposes and goals of the Recovery Act, and
its strong emphasis on accountability and
transparency, it is essential that all funds
from a Recovery Act grant be tracked,
accounted for, and reported on separately
from all other funds (including DOJ grant
funds from non-Recovery Act grants awarded
for the same or similar purposes or
programs). Recipients must also be prepared
to track and report on the specific outcomes
and benefits attributable to use of Recovery
Act funds.
The accounting systems of all
sub-recipients must ensure that funds from
any award under this Recovery Act
solicitation are not commingled with funds
from any other source. Misuse of grant
funds may result in a range of penalties,
including suspension of current and future
funds, suspension or debarment from federal
grants, recoupment of monies provided under
a grant, and civil and/or criminal
penalties.
Quarterly Financial and
Programmatic Reporting
Consistent with the Recovery
Act emphasis on accountability and
transparency, reporting requirements under
Recovery Act grant programs will differ from
and expand upon OJP’s standard reporting
requirements for grants. Quarterly reports
must be submitted within 5 (five)
calendar days of the end of each quarter.
Receipt of funds will be contingent on
meeting the Recovery Act and OCJA reporting
requirements.
